L-3 Communications' CyTerra Hits Production Milestone with New AN/PSS-14 Handheld Mine Detector
August 30, 2007

ORLANDO, FL, August 30, 2007 – L-3 Communications announced today that its CyTerra (L-3 CyTerra) subsidiary has now delivered 5,000 AN/PSS-14 advanced mine detection systems to branches of the United States Armed Services.  The majority of L-3’s  mine detector deliveries have been procured through low- and full-rate production contracts from the Army and Marine Corps.

“We are extremely proud to have achieved this production milestone,” said John Oelschlaeger, senior vice-president and general manager of L-3 CyTerra.  “Putting this advanced technology into the hands of our troops is extremely important to our employees, as we fully understand that each system we deliver protects the lives of our soldiers, as well as those of the local civilian population,” added Oelschlaeger.

Developed under the U.S. Army’s Handheld Standoff Mine Detection System (HSTAMIDS) program, the AN/PSS-14 significantly improves the safety and efficiency of mine clearance operations performed by U.S. forces, and dramatically enhances their ability to readily locate both metallic and low-metallic anti-personnel and anti-tank mines buried in all types of soil and terrain.

L-3’s state-of-the-art metal detection, sophisticated ground penetrating radar, and advanced sensor fusion algorithms enable the system’s operator to detect an expanded range of mines, better discriminate between clutter and legitimate threats, significantly reduce false alarm rates, and increase clearing rates as much as six times higher than conventional metal-only mine detection systems.

"Developed exclusively for U.S. Army Engineers, the AN/PSS-14 is used effectively worldwide, everywhere from Afghanistan to Cambodia in every type of environment. The detector's added capabilities take the guess work out of finding mines. Until now, this capability didn't exist and it saves lives everyday," stated COL Raymond H. Nulk, Project Manager, PM Close Combat Systems (PM CCS).

In July 2006, L-3 received a Full Rate Production contract from the U.S. Army Communications-Electronics Life Cycle Management Command Acquisition Center – Washington. The contract, with an anticipated value in excess of $300 million, called for L-3 to deliver up to 17,000 AN/PSS-14 Mine Detecting Sets, as well as Sweep Monitoring Systems for training, Training Target Sets, and worldwide training and support over a ten-year period, including options. To date, L-3 CyTerra has received orders totaling more than $64 million from this contract alone.

"The technologies developed by L-3 CyTerra are literally saving lives every day all around the world," stated Congressman Ric Keller. "Our troops are safer and their operations are more efficient thanks to the work being done by L-3 CyTerra.”
